Stage 7. Adoption (Regs 19 and 20) - COMPLETED!
Making (adoption) of the Neighbourhood Development Plan by the District Council. The Plan formally becomes part of the Development Plan and is used for decision-making purposes. This took place at the Mid Suffolk District Council meeting on 23 January 2020.

Stage 6. Referendum (Reg 18)
A local referendum was held on Thursday 28 November 2019 to decide if the Botesdale & Rickinghall NDP should become part of this Councils Development Plan and the community voted YES! The question asked was:
"Do you want Mid Suffolk District Council to use the Neighbourhood Plan for Botesdale & Rickinghall to help it decide planning applications in the Neighbourhood Plan Area?"
The District Council's decision that this NDP, as modified to incorporate the Examiner's Recommendations, should proceed to referendum is published below. Also published are an Information Statement which includes details of where the Plan may be inspected and a link to the online version of the Plan.

Stage 5. Independent Examination (Reg 17)
The Examiner considers whether the plan meets the Basic Conditions and EU obligations. The Plan may be accepted, accepted with modifications, or rejected. This was organised and funded by the District Council.
Stage 4. Submission of the Neighbourhood Plan to the Local Authority (Reg 15)
The District Council checks that the Plan is legally compliant, and undertakes formal consultation for a minimum period of six weeks. At this stage the Plan has some status for decision-making purposes. The Parish Councils submitted the Plan to Mid Suffolk District Council on 23 January 2019, incorporating changes made in response to the pre-submission consultation.

Stage 3. Pre-submission Publicity and Consultation (Reg 14)
The Parish Councils consulted on the draft Plan for six weeks - in our case from 9 November to 21 December 2018. This was open to the public and a number of statutory bodies were consulted. The District Council responds to the consultation highlighting any concerns. This stage may have to be repeated if any significant gaps are highlighted.

Stage 2. Preparing a draft NP
The Steering Group and members of the Neighbourhood Forum have been gathering evidence for the draft Plan, including the documents below. The Plan has been drafted and is in the long process of review. Consultation on the draft Plan will take place in mid-November 2018 prior to submission to Mid Suffolk District Council.

Stage 1. Area Designation Consultation
The Area Designation Application, submitted on 5 March 2017, defines the boundary of the Botesdale and Rickinghall Neighbourhood Plan area. The application included supporting statements and a map. A notice was published by Mid Suffolk District Council and you can view the webpage created for the B&R Neighbourhood Plan. They wrote to their statutory consultees to notify them of the consultation; the list includes the relevant Suffolk CC and Mid Suffolk DC Elected Members, and the adjacent parish councils. Following the six-week consultation period, Mid Suffolk District Council then confirmed the designated NP Area under the Neighbourhood Planning (General) Regulations 2012 (as amended).
